That's a good photo of it! We usually see it around here a few times each winter. Thanks for the explanation, I'd thought it was maybe the pores of the wood extruding the ice as the sap froze. But thinking back on all the times I've spotted it, it always seems to have been on damaged branches with missing sections of bark, or twigs on the ground, so of course, fungus would be the answer.

I'll try to upload one in the next day or two of one I've come across.
