Why are you reporting this puzzle?

Someone poured a thin layer of concrete on the trail and made this collage. It says, "I'm just sitting here watching the wheels go round and round," from the John Lennon song "Watching the Wheels." I do not think it was authorized, but it's not on a trail I patrol so I haven't mentioned it to anyone. The letters are already getting worn off, after only a couple of weeks or so.

Thanks, carolsmc. Yes, bikes can use that trail although it's next to a little used street. There are more pedestrians on it than bikes as the cyclists tend to stay on the street.
